It looks like a Turkey Vulture to me! We only have them here in Nevada during the summer, though.

This black hawk-like bird was flying overhead on the beach on our walk. I looked it up, and the coloring shows it may be a turkey vulture, but I did not see that type of facial characteristic that the vultures have, so I am not sure.
